Technical Support Engr II – Raytheon – Marlborough, MA

This position is for a Spectrum Management & RF Safety Technical Support Engineer who will be required to provide Spectrum Management (SM) and Electromagnetic Energy Exposure Control (EEEC) support to all IDS Engineering operations. The candidate will be responsible for execution of tasks required to accomplish Raytheon and Government compliance to National Telecommunications and Information Administration ( NTIA ) and Federal Communications Commission (FCC) licensing and certification. Serve as a focal point for preparation and formal submission of all required NTIA and FCC applications and supporting documentation to obtain a license (authorization), frequency certification or frequency assignment to design or operate equipment that transmits or radiates RF energy. Maintain files and records of radio station licenses, authorizations, assignments, and related correspondence, and ensure that necessary action (modification, renewal, etc.) is taken.

Apply knowledge of NTIA and FCC regulations and procedures when providing program support. Use of Spectrum XXI or ELCID software to submit and track licenses and frequency certifications at all four stages. Prepare presentations, generate reports, generate applications or related documentations and provide training as required. Participate in Spectrum Management and potentially lead the development of spectrum guidelines for all programs supported by IDS .

Additional duties will include assisting all Raytheon programs and facilities in the Northeast to be in compliance with company EEEC policies and standards. The willingness to travel in pursuit of Spectrum Management and RF Safety related company interests. Perform EEEC audits of programs and facilities on a regular basis. Perform RF surveys to verify compliance to exposure limits.

Interface with program management, engineering, and customer/government contacts, as needed. Generate EEEC plans, test reports, and other documentation as necessary. Function as the local EEEC manager for Raytheon sites in the Northeast. This position can be a Salary Grade A02 or Salary Grade A03 based on the candidate’s qualifications as they relate to the skills, experience and responsibility requirements for the position.

Basic Qualifications: Knowledge of all aspects of Spectrum Management, such as how to properly process requests through the government An understanding of RF hardware and RF hardware concerns as it relates to the completion of the Spectrum Management and RF Safety tasks Ability to manage schedules and budgets of assigned tasks Ability to meet with internal and government customers and provide timely solutions to all licensing issues Required to travel regularly to all Raytheon locations in the Northeast as necessary The ability to assure all IDS locations are in compliance with all Raytheon and government EEEC requirements Proficiency with standard desktop applications such as Microsoft Word and Excel. This work requires an engineer familiar with the use of numerical modeling techniques and tools to determine the impact of array performance on radar or communication system performance. Working in this department involves close cooperation and communication with other engineering disciplines including systems, mechanical and software. Engineers in this department also follow their designs into production supporting manufacturing operations and system integration and test functions. Teamwork, trust and accurate results are essential to the success of working in this department within the Electrical Design Directorate.

Other examples of work performed within the Antenna and Microwave department include: design of Radio Frequency, Microwave and Millimeter Wave circuits, components or modules for use in radar or communication systems and measurement of subsystems using antenna test techniques, equipment and facilities.
